PLANNING — INFILL TARGETS
445. Mr J.N. CAREY to the Minister for Planning:
I refer to the state Labor
government's commitment to quality sustainable and responsible infill
targets that support our growing city. Can the minister outline to the house
how these bipartisan infill targets have provided certainty for business to
invest and create jobs; and can the minister advise the house if she is aware of
any attempts to undermine this certainty by banning infill in the western
suburbs and, instead, put the unfair burden on other communities in Western Australia?

I thank the member for Perth. I heard
the member for Bateman ask if we are in opposition or in government. We are in
government and we are pursuing a very strong infill policy supporting density
where it is deserved, and, members of the opposition, that may be in the
western suburbs. Our policy is about making sure we get those nodes of density
to provide active places in which to live and support small business. In many
places, the best way we can support small business is to bring more population
to its doors. We talked to the businesses of Bayswater and Subiaco that are crying
out for more population in their catchment to go to their high streets—that
is the key.

Ms R. SAFFIOTI : The key is
getting more people to live in the walkable catchments and support small business.
What is the opposition's view on density? We know that the Leader of
the Opposition has taken the policy lead from the member for Cottesloe.

What about the Scarborough development?
The SPEAKER : Members!
Ms R. SAFFIOTI : The Scarborough development? I will go
there soon.
The member for Cottesloe does not
believe that we should have more density in the western suburbs. What did the
Leader of the Opposition say in response? She said that if they can legally
amend the infill targets in the western suburbs, they will. The Leader of the
Opposition can legally amend the targets. What we will then see is a winding
back of the infill targets in the western suburbs and of the strong planning
that we are undertaking. That will make sure that everybody else has to more
than achieve their infill targets because they are going to have to protect the
western suburbs. The Leader of the Opposition is undermining certainty in the
planning industry. The key factor to ensure that developments get up is to
create a certain planning environment—that is what we are all about:
creating new jobs and new developments. The Subiaco and Nedlands schemes, the
Metronet redevelopment areas, Design WA and the planning reform is all aimed at
getting sensible outcomes for the community, creating density and supporting
small business.

Cottesloe! I call you to order for the first time.
Ms R. SAFFIOTI : The Leader
of the Opposition, together with the member for Cottesloe and the member for
Nedlands, will undermine planning certainty in this state, mark my words. When
the Leader of the Opposition, the member for Scarborough, made those comments,
every housing industry group in WA condemned those comments because they undermined
certainty and job creation in this state and sensible planning for the future.
