I refer to Palliative Care in WA and ask: (a) what was the total budget for palliative care in Western Australia in the years listed below, please specify according to whether it was a hospital, aged care, home or hospice setting: (i) 2008–2009; (ii) 2009–2010; (iii) 2010–2011; (iv) 2011–2012; and (v) 2012–2013; (b) what is the number of full-time equivalent staff that were employed in delivering palliative care in the years listed below, please specify whether they were employed in a hospital (including department), hospice, home or aged care setting: (i) 2008–2009; (ii) 2009–2010; (iii) 2010–2011; (iv) 2011–2012; and (v) 2012–2013; (c) what are the services that are delivered as part of palliative care in Western Australia and what is their cost per capita; and (d) which agencies currently provide palliative care services to West Australians: (i) what services do they provide; and (ii) how much funding does each of them receive?

(c) Services delivered include direct inpatient care provided in designated palliative care beds; consultancy and advice provided by specialist palliative care teams in hospitals; outpatient clinic consultations; in home palliative care; respite care; consultancy, advice and education for Residential Aged Care Facilities, Mental Health and Correctional Services; Visiting Palliative Care Medical Specialist consultation in rural regions; community/rural support via telephone Advice Services and Telehealth videoconferencing links, and care coordination.
Service delivery involves:
- Care of people with both cancer and non-cancer illnesses
- Patient assessment
- Pain and symptom control
- Disease management
- Psychosocial and emotional support
- Family & carer involvement and support
- End of life management and care of the dying
- Bereavement and counselling services
- Training of medical students, physician trainee, junior medical staff training programs, nursing students and allied health students
- Referral to external agencies as required for ongoing management and care.
The cost per capita cannot be determined as palliative care data is not captured in current Department of Health data collection systems in a way that allows the required calculation.
