LEIGHTON BEACH
Will the minister advise what action the Government is proposing to take to improve the amenity of Leighton Beach? Ms MacTIERNAN

I thank the member for some notice of this question. The member is very interested in the state of the beaches in the southern metropolitan area. It has been an issue of considerable interest to the community. The Government recently held discussions with the City of Fremantle and with representatives of the Leighton Action Coalition about the best way to move forward in removing the marshalling yards and the freight railway lines from Leighton Beach and improving the quality of the environment of this important regional beach. The Government plans to meet with the Towns of Mosman Park and Cottesloe in the near future. It is important that the Western Australian Planning Commission initiate a metropolitan region scheme amendment to lock in a proper coastal reserve at the same time the detailed planning for the North Fremantle urban village commences. We will move forward with the metropolitan region scheme amendment to provide a coastal reserve on land that is currently zoned urban. At the same time we will work with the City of Fremantle to get plans for the urban village into the town planning scheme and have the basic structure plan approved. I hope that both of the processes will commence in February next year. Detailed work is still required to ensure that adequate provision is made for road alignments in the zoning proposal. It is not something that can commence immediately. We are working on the detail of the submission to the Western Australian Planning Commission. We expect the development of the four-hectare North Fremantle site to be mainly residential but it will have some commercial and tourism uses. We expect it will generate sufficient funds to enable us to remove the freight rail line and to relocate it and to clean up the contamination on the site. We hope it will generate sufficient funds to improve the car parking arrangements and to do some measure of coastal restoration work, particularly at the southern end of the site. Mr Barnett: What is the status of Multiplex? Ms MacTIERNAN: Perhaps the Leader of the Opposition can enlighten us as to what is Multiplex’s status as he was a member of the previous Government that entered into the arrangements.
