C-SERIES — REQUEST FOR INFORMATION
1069. Hon ALANNA CLOHESY to the
parliamentary secretary representing the Minister for Transport:
I refer to the request for information
regarding the proposed C-series railcars for Perth.
(1) Can the
Minister for Transport identify any clauses in the RFI that encourage local
manufacture of or assembly work for the C-series railcars?
(2) Does the
minister agree that clauses A2.4, A2.5 and A2.6, in book 2 of 2, of the RFI
actually encourage the manufacture and assembly work of the C-series railcars
at existing plants?

I thank the honourable member for some notice of this question.
(1) Book 1, clause 1.3.1 of the request for
information states that upon completion of the RFI evaluation, the Public
Transport Authority may proceed to request tenders from selected respondents to
facilitate implementation of the project. The RFI book 1, clause 4 .1.1 also states that respondents are
advised that the request for tender will include Buy Local evaluation criteria
that will be weighted to 20 per cent of the total, which is in line with the
government's requirements.
(2) No. The RFI was publicly advertised and
open to all possible railcar suppliers. Clauses A2.4, A2.5 and A2.6 in book 2
of the RFI only requested respondents to nominate where their proposed
production facility will be located.
