NATIONAL DISABILITY INSURANCE SCHEME — TRIAL
SITES — ELIGIBILITY AND FUNDING
1249. Hon ALANNA CLOHESY to the Minister
for Disability Services:
I refer to eligibility policies and
funding portability in the WA National Disability Insurance Scheme trial sites.
(1) Can a person
with an approved plan receiving services live outside the trial site during the
week and live in the trial site during the weekend?
(2) What action
will result when a person on an approved plan decides to relocate outside the
trial site?
(3) What action
will result when a person with disability lives in the trial site but spends
extended periods in a hospital outside the site?
(4) What action
will result when a person with disability living in supported accommodation in
a trial site has to go to hospital in another trial site for an extended time
and is homeless because they cannot return to their previous accommodation due
to high-care needs?

I thank the member for some notice
of the question.
(1) In deciding
whether a person resides in a Western Australian National Disability Insurance
Scheme trial site, consideration is given to factors related to the person's
individual circumstances, including, but not limited to, the principal place of
residence the person identifies with; who, if anyone, has primary
responsibility for supporting the person on a day-to-day basis; and the reason
for the person residing outside the trial site.
(2) People
relocating outside of either the WA NDIS trial sites or the Perth Hills
National Disability Insurance Agency NDIS trial site are eligible for twelve
months' continuity of existing supports.
(3) If the person's
permanent address is in a WA NDIS trial site, the person will remain eligible
for WA NDIS support.
(4) The person
will continue to be eligible for WA NDIS on the basis of their permanent
address at the time the need for hospitalisation arose. A new plan will be
developed for the person in response to their changed needs.
