I refer the Leader of the House to the question without notice I asked yesterday about whether cabinet had made a decision to seek an amendment to Standing Order No 230.  In his reply, the Leader of the House stated that cabinet deliberations were confidential.  I now ask whether cabinet decisions, as opposed to deliberations, are confidential? Hon KIM CHANCE

I believe that the Leader of the Opposition answered that in the form of the question he asked yesterday.  It is correct, and I confirm that today.  The Premier announced that cabinet decisions could be disclosed in one form or another, in precisely which form I do not have with me.  The Premier announced some time ago that there is no reason that cabinet decisions cannot be made available. Hon N.F. Moore:  The question I asked yesterday was whether a decision had been made by cabinet and the minister said that cabinet deliberations were confidential. Hon KIM CHANCE:  That is correct. Hon N.F. Moore:  You can announce a decision. Hon KIM CHANCE:  Just a moment.  There is a clear distinction between a deliberation and a decision. Hon N.F. Moore:  Exactly. Hon KIM CHANCE:  The answer I gave yesterday was to the question Hon Norman Moore asked. Hon N.F. Moore:  No, it was not.  The answer you gave had nothing to do with the question. The PRESIDENT:  Order! Hon KIM CHANCE:  I cannot disclose a cabinet deliberation, nor could Hon Norman Moore when he was a cabinet member.  Hon Norman Moore asked me a question about cabinet deliberations. A cabinet decision can be disclosed.  The Government confirmed that in the answer to the question today.
