(1) For each Government agency falling within your portfolio responsibilities, have internet websites been established that will allow for the on-site payments of invoices, licenses, charges, fines and other fees?
(2) If not, what payments are unable to be made on-line and why?
(3) For those payments not payable on-line, what actions are being taken to allow them to be paid electronically and when will on-line payment be provided?

(1) Yes with some limitations (2) As a public agency, the DPI must continue to offer payment channels other than the internet as many of its clients do not have easy access to a computer. In addition to this, there are a range of payments which require an ‘in person’ appearance. These include (but are not limited to); · Where the customer is required to complete testing e.g. (Learner’s Permit). · Where a vehicle is required for examination. · Payment of examination fees for Mariners. An invoice is not generated because payment is made during attendance (making an on-line option unnecessary). . There are other instances where the low volume of transactions does not currently warrant investment in an on-line solution. (3) In regard to its areas of largest transaction, the DPI has a number of projects in train to provide a range of on-line options. As an example, the biggest of these projects, which involves a substantial upgrade of the State’s motor vehicle driving and licensing system, is planned for implementation before the end of the year. This will allow establishment of credit card, Bpay and EFTPOS options. Western Australian Planning Commission (1) No (2) No payments are available on-line. Payments for Land Development Application fees are collected by the Department for Planning and Infrastructure on behalf of the WA Planning Commission. The Department is currently unable to receive the application and geographical presentation (i.e. diagrams of survey and plans) on-line. (3) A review of the South Australian Model (EDALA) is being conducted for a possible implementation in the future. Public Transport Authority (1) Yes, for the purchase of TransWA passenger tickets (2) Revenue collections from Transperth will be enhanced by the SmartRider card system to be launched in 2004/05. Other payments for miscellaneous services, rent for example, can be made by Electronic Funds Transfer (EFT). Fines imposed on passengers for fare evasion etc cannot be readily paid on-line (3) No current actions are planned Main Roads WA (1) No (2) Due to the nature of Main Roads’ business, less than 2 per cent of revenue comes from non-Government sources.
