I refer to a report titled ‘Golden Mile Social Impact Study’ produced by Mitchell McCotter, June 1991 prepared for the Steering Committee for the Golden Mile Social Impact Study -
(1) Did the State Government and KCGM both contribute to the financial funding of the Golden Mile Social Impact Study report?
(2) If yes to (1), what were the respective amounts in dollars that each party paid for the consultant to prepare the report and the total cost of the report?
(3) If no to (1), who paid for this report and what was the total amount paid to the consultant for the report?
(4) Is it correct that part of the report under section 6 ‘Issues of Conflict’ states ‘In the short term Section 20(5) of the
Mining Act
will in most instances prevent direct conflict between mining activities and occupied housing. This provides that mining on Crown land cannot proceed within 100 metres of land which has an occupied house on it without the written consent of the occupier. This protects the squatter and the freeholder alike and means that in practice the mining company must have the agreement of the occupier or buy the property’?
(5) If no to (4), will the Minister state what is specifically stated in section 6 of the report?
(6) Will the Minister table a copy of the entire report?
(7) If no to (6), why not?
(8) Is it correct that the Consultant, Mitchell McCotter, discussed the study with the Department of Mines and all relevant State and Local Government agencies?
(9) If no, what discussions took place?

(1) & (2) Minutes of the Golden Mile Mining Development Planning Committee (GMMDPC) meeting 7th February 1991 quoted Ms Beckwith of the Social Impact Group as stating that the cost was estimated to be around $30000 which would be provided by a combination of State Government, Local Government and KCGM. (3) N/A (4) Yes (5) N/A (6) See Tabled Paper. (7) N/A (8) The report was discussed with the Golden Mile Mining Development Planning Committee (GMMPDC) and the Social Impact Study Steering Committee. The Department of Mines, Department of Environmental Protection, CALM, Department of Regional Development and the City of Kalgoorlie Boulder were all represented on the GMMPDC. The City of Kalgoorlie Boulder, the Goldfields Esperance Development Authority and the Social Impact Unit were represented on the Social Impact Steering Committee. (9) N/A
