(1) Yes.
(2) A company or individual that wishes to operate a Restricted Access Vehicle must be accredited with Main Roads WA, under WA Heavy Vehicle Accreditation. To become accredited they must have Fatigue and Maintenance systems in place. These systems are audited to ensure they meet the standards. If the systems meet the standard, an accreditation certificate valid for 36 months is issued to the operator. In order to retain a valid certificate, an operator must complete a compliance audit annually.
A new certificate must be issued after 36 months, and a re-entry audit is required at this time. These audits are conducted by RABQSA International Inc certified auditors. Main Roads also conducts random audits on five per cent of operators per year and also may conduct triggered audits (random audits are conducted by Main Roads auditors or RABQSA auditors; triggered audits are conducted by Main Roads auditors).
(3) No, Main Roads no longer administers or registers the auditors. This function is now carried out by RABQSA on behalf of Main Roads, and the list of auditors is maintained on their web site at:
www.rabqsa.com > Search Registers (Find a Consultant) > Certification Scheme (HVA Auditor)
(4) See above.
