Answer
(a)-(b) Refer to the Minister for Water.
(c) Western Australian public schools are funded based on student and school characteristics through the student-centred funding model (SCFM) which is designed to meet school operating costs, including utilities expenses. Through the SCFM, schools are provided a one-line budget to allow principals to consider the most effective operations for their school.
