999. Hon Tom Stephens to the Attorney General representing the Minister for the Arts:
(1) What cost-benefit analysis has been carried out on the privatisation of the BOCS ticketing operation?
(2) Why did the proposed sale of BOCS to Ticketek fall through?
(3) Why wont such a privatisation result in a private monopoly over ticketing for the majority of shows and other arts events in Perth?
(4) Can the Minister for the Arts guarantee that any privatisation of BOCS wont result in its call centre moving to the Eastern States nor increased ticket prices due to a profit factor?
(5) When will the Government be putting BOCS ticketing operations on-line, as previously promised, which would reduce costs and consequently ticket prices?

The Minister Replied:
(1) Extensive cost benefit analysis has been carried out on the proposed sale of BOCS. In November 1996 Deloitte Touche Tohmatsu conducted a review of BOCS Ticketing aimed at securing a business strategy that would deliver efficient and effective ticketing services for the benefit of the performing arts industry and the public. It recommended the sale of BOCS with a tiered ticketing contract for the Perth Theatre Trust managed venues.
This decision was reviewed by Arthur Andersen in its report of March 1999. An analysis of the business position, ticketing market and options available to the Trust indicated that the sale of the business was the preferred option.
(2) On the advice of the Crown Solicitor's Office, the State declined a revised offer from Ticketek that was submitted after the conduct of due diligence.
(3) It is a condition of the sale that the buyer must obtain all appropriate authorisations including any required under the Trade Practices Act.
(4) A condition of the sale is the signing of a detailed Ticketing Agreement, which requires the operation of a call centre in Perth and sets the ticketing charges for the life of the contract.
(5) BOCS Ticketing will be providing on-line services within the next month.
