WESTERN AUSTRALIAN CERTIFICATE OF EDUCATION - STATISTICAL MONITORING
I refer the minister to policy 5 from the new Western Australian Certificate of Education manual 2006-09. Item 5.1 states that statistical monitoring will be used to monitor the comparability of judgments about patterns of student cohort achievement in each course, in different schools in each course and across all courses. Statistical monitoring will not be used to automatically adjust school assessments of student achievement. It will be used to inform the ongoing moderation process to minimise the risk of statewide comparability not being achieved. (1) Will the minister explain which method of statistical moderation will be used with new courses of study to monitor the comparability of judgments about patterns of school cohort achievement in each course, in different schools in each course and across all courses? (2) If not, why not? Hon LJILJANNA RAVLICH

I thank the member for some notice of this question. I wonder whether he wrote it himself or someone else wrote it for him. The PRESIDENT : Order! I ask the minister to please answer the question. Hon LJILJANNA RAVLICH : He seems to have a bit of a rubbery history in that regard. The PRESIDENT : Order! Will the Minister for Education and Training please answer the question? Hon LJILJANNA RAVLICH : Thank you, Mr President. (1)-(2) Two systems of moderation will be used to monitor the comparability of school assessment of student achievement in the new courses of study. The first is an ongoing process that will include statistical monitoring as described in item 5.1 of the new WACE manual. This applies to all students. It is proposed that for students seeking university entrance, a method of statistical moderation similar to that currently used and agreed by the Curriculum Council and the universities will be implemented. This will ensure compatibility of assessment in different schools and courses, and the current method of scaling will be used to ensure compatibility across all courses.
