FOOD BOWL PROJECT — TENDER
1428. Hon KATE DOUST to the
Leader of the House representing the Minister for Finance:
I refer to tender DAFWAD 2014002 for the Gascoyne food bowl
project.
(1) What procedures were done to identify the owners of each
tenderer?
(2) Was a procurement plan completed for this project?
(3) Did Advanced Bore Services submit a conflict-of-interest
notification with its tender submission?

I thank the member for some notice of this question.
(1) The
Department of Finance assisted the Department of Agriculture and Food Western
Australia with its procurement process, although it did not fall within the
scope of the State Supply Commission Act 1991 or the services provided by the
department under the Public Works Act 1902. Notwithstanding this, the legal
identity of the recommended tenderer was confirmed by the Department of Finance
and verified as consistent with best practice. However, detailed searches of
the owner or owners of the recommended tenderer are not generally undertaken on
contracts of this value.
(2) No.
(3) Yes, and steps were taken to manage the associated risks.
