Reports on Consultants Engaged by Government for the period 1 July – 31 December 2023 and 1 January - 30 June 20224 confirm payments of; $174,744 to Deloitte Financial Advisory Pty Ltd, WA Domestic Gas policy with the intention to ensure that it is fit for purpose in supporting economic development and local jobs, industry decarbonisation and a stable and affordable electricity system – Treasurer (30 June 2024), $15,400 to BrightSource Consulting, market analysis and commercial expertise in support of WA Domestic Gas Policy priorities – State and Industry Development (31 December 2023), $41,250 to BrightSource Consulting, market analysis and commercial expertise in support of WA Domestic Gas Policy priorities – State and Industry Development (30 June 2024). Can the Treasurer advise : (a) What advice was provided by Deloitte for its $174,744 consultancy; (b) Whether a draft and or final report was provided: (i) If she will table a copy of that report; and (ii) If not, why not; (c) What were the recommendations contained in the Deloitte Report ; (d) Were cost and time considerations included in the Deloitte Report: (i) If so, what are they; (e) Has the Government changed priorities, timelines or policy in response to the Deloitte consultancy on the Domestic Gas Policy: (i) If so, in what ways; and (ii) If not, why not and what therefore was the purpose in engaging Deloitte; (f) Are further payments expected to Deloitte in relation to advice on the Domestic Gas Policy; (g) If she was aware that a similar consultancy had been let in the Premier’s portfolio to BrightSource Consulting for $56,650: (i) If so, why was there the need for two separate consultancies; (h) Whether there were points of agreement between the two consultancies: (i) If so, what were they; and (ii) If not, in what ways did they differ; and (i) If the consultancies with BrightSource and Deloitte have not been shared between the two portfolios, will they now be : (i) If not, why not?

(a)-(i)   Deloitte provided advice to inform a review of the Domestic Gas Policy as it applied to onshore gas production.
In September 2024, the Government updated the WA Domestic Gas Policy to enable the export of some onshore gas to incentivise investment in new domestic gas supply.
BrightSource provided advice on separate matters.
The Minister for State Development and the Treasurer regularly engage on matters relating to the State’s energy supply.
