I refer to page 9 of the Council of Official Visitors Annual Report 2013-2014 , Monthly and Bimonthly Inspections, and I ask: (a) why did Graylands Hospital and the Frankland Centre not respond to post inspection letters sent by the Council of Official Visitors; (b) will Graylands Hospital and the Frankland Centre respond to future inspection letters sent by the Council of Official Visitors; and (c) if no to (b), why not?

(a-b) I am advised by the Department of Health that in 2013, there was a significant backlog of inspection letter responses at Graylands Hospital. The Graylands Hospital management team met with the Council of Official Visitors (CoOV) in January 2014 and Ms Debora Colvin, Head, CoOV, indicated that the CoOV would provide an amnesty for the overdue responses for 2014. Graylands Hospital has now instigated a revised process to ensure that responses to the CoOV are completed in a timely fashion. I am advised that responses were fully addressed in 2014.
Additionally, I understand the State Forensic Mental Health Service Director responded to issues raised by the CoOV with a detailed letter in September 2014.
