I refer to funding spent by the Western Australian Government on initiatives to combat domestic violence, and I ask -
(1) Are any programs currently receiving funding to deliver services for early intervention and prevention of domestic violence?
(2) If yes to (1), -
(a) which services are being funded;
(b) who is delivering the services; and
(c) how much funding are they receiving?
(3) Has funding been allocated to any programs to conduct early intervention and prevention of domestic violence for 2010/11?
(4) If yes to (3), -
(a) which programs have funds been allocated to;
(b) who is running the programs; and
(c) how much funding has been allocated?

(1) Yes.  The Department for Child Protection provides funding of nearly $23 million per annum in 2009-10 to 84 family and domestic violence services including:
· Family and Domestic Violence Accommodation and Support Services to provide supported and or safe accommodation. Services aim to intervene early to prevent further family and domestic violence and reduce homelessness where possible by assisting clients to be safe and maintain tenancies where appropriate, or access appropriate mainstream services.
· Family and Domestic Violence Counselling, Advocacy and Support Services are funded to provide services for adults, young people and children in circumstances where family and domestic violence has occurred or is likely to occur. Services recognise the importance of ensuring the safety and wellbeing of women and children.
· Family and Domestic Violence Case Management and Co-ordination Services are funded to provide support for agencies to monitor and manage domestic violence cases with a focus on high risk cases through integrated case management and co-ordination.
(2) (a - c) Please see Table 1 which shows the list of the Department for Child Protection's funded family and domestic violence services.
(3) Yes.
(4) (a) The Safe at Home and the Domestic Violence Outreach Program are domestic violence initiatives funded through the joint Commonwealth/State Homelessness National Partnership Agreement (NPA) and provide support for women who wish to remain in their own home if it is safe for them to do so following domestic violence.
Safe at Home specialist workers assess safety and support needs of women and children to stay in their own home and assistance is provided to stabilise housing and increase security. Risk assessment, upgrades to home security and safety planning are required to ensure confidence and safety.
The Domestic Violence Outreach Program will be implemented in the Great Southern, Peel, Goldfields, Murchison and Pilbara areas and will provide support to women and children experiencing domestic violence following removal of the perpetrator from the family home.
At the time of issuing a Police Order for removal of the perpetrator, the WA Police officer obtains consent for the victim to release their details to a support service. The service then follows up, during the period of the order or on the next working day, making telephone contact and offering support. Women will be offered support through referrals to a wide range of agencies such as medical practitioners, health services, legal services, women's refuges, Court Victim Support Services and domestic violence children's counselling services.
A new service will also be developed to provide a response to perpetrators identified through Safe at Home and Domestic Violence Outreach Programs to maximise safety for women and children.
(4) (b) The Safe at Home Program will be provided by:
Patricia Giles Centre (North West Metro)
The Lucy Saw Centre (South West Metro)
Waratah Support Centre and South West Refuge (South West)
Share and Care Community Services (Wheatbelt)
An additional two Safe at Home services in the North East Metro and South East Metro will be developed through an Expression of Interest process.
Communicare's Breathing Space will provide the Perpetrator Response.
The Domestic Violence Outreach Program will be provided by existing family and domestic violence service providers or selected through an Expression of Interest process.
(4) (c) Commencing in July 2010, additional funding of $6.8 million for the Safe at Home and Domestic Violence Outreach Program has been allocated over four years.
