I refer to the Minister's decision to over-ride both the Environmental Protection Agency and the Appeals Convenor to uphold Hanson's appeal regarding the expansion of the Red Hill Quarry, and I ask -
(1) How long will the Minister continue negotiating conditions to enable this quarry expansion to go ahead?
(2) If agreement with other agencies cannot be reached within a reasonable timeframe, will the Minister cease his support for this project?
(3) Should the Minister be successful in negotiating conditions for this project, will the revised project plan be made public, and if so, when?
(4) What opportunities will there be for public comment on any revised expansion plan?

(1)-(2) As required by section 45(1) of the
Environmental Protection Act 1986,
the Minister for Environment is currently in the process of consulting with decision making authorities on whether or not the proposal may be implemented, and if so, the conditions to which that implementation should be subject. I am advised that this consultation process is close to being concluded.
(3) Section 45(5)(b) of the
Environmental Protection Act 1986
provides that a Statement setting out any implementation conditions is required to be published as soon as practicable after identified parties are notified of the decision.
(4) Public consultation was undertaken as part of the Environmental Protection Authority's assessment of the original proposal.
