Between 1 October 2009 and 31 December 2009, 233 distinct individuals with children have presented seeking financial assistance on two or more occasions to the Department for Child Protection.

The Department for Child Protection has strengthened its casework practice procedures for families who present with multiple contacts over a short period of time with identifiable risk issues for children. Where a family presents on two or more occasions (including for reasons of financial assistance) and chronicity becomes a factor (i.e. multiple presentations in a short period) a family assessment must be undertaken. This will involve accessing previous intake and contact information. Where an assessment is not undertaken, the rationale for the decision must be recorded and approved by the designated senior officer

At every subsequent contact by the family the need to undertake a family assessment must be reviewed. This decision and the rationale are to be recorded and approved by the designated senior officer.
The figure provided is the total number of individual adults who have presented or been referred for financial problems. It is not the number of families and is only those households with children.

Of the 233 distinct individuals with children who presented seeking financial assistance on two or more occasions to the Department for Child Protection between 1 October 2009 and 31 December 2009, one client was referred to Centrelink for assessment of a client's eligibility to be placed on the Income Management Program.
Income management as a child protection measure commenced in the Department for Child Protection Cannington and Kununurra districts on 24 November 2008 and progressively rolled out across the Kimberley in January and February 2009. The trial was expanded to three additional metropolitan districts in Mirrabooka, Midland and Joondalup in April 2009.
Between 1 October 2009 and 31 December 2009, 183 clients had been referred to Centrelink for assessment of their eligibility to be placed on the Income Management Program.
Referral to Centrelink for assessment of a client's eligibility to be placed on the Income Management Program is done when the case worker detects poor use of available financial resources as contributing to child neglect.
Clients presenting for financial assistance may not be neglecting their child and/or may not be on an eligible welfare payment.
