without notice 714, given the provision of the number of individuals on both
waitlists has been a routine practice for more than a decade.
(1) Has the
possibility of double counting always been present when providing the number of
individuals on housing waitlists?
(2) Why is double
counting now a barrier to the release of data about the number of individuals
on housing waitlists?
