(1) A procurement options analysis of the relative risks and merits of public versus private service delivery has been undertaken.
(2) No. The correct terminology is public sector comparator, which will only be required if services are proposed to be delivered by the private sector.

(4) The procurement options analysis is a report used for advising Government of its options in terms of providing services either publicly or privately. The report contains information which is commercial in confidence and therefore cannot be made public.
