MAIN ROADS WA — ENGINEERING POSITIONS
I refer to the article in today’s The West Australian concerning Main Roads’ policy of filling engineering positions with unqualified workers. (1) Can the minister assure the house that this policy is not in any way compromising road safety? (2) Can the minister assure the house that all the recommendations in the Public Sector Standards Commissioner report on this issue will be implemented by Main Roads? (3) If yes to (2), when will the implementation be completed? (4) If no to (2), why not? Hon SIMON O’BRIEN

(1) Yes. Road safety is not compromised by Main Roads’ engineering decision-making. When engineering certification is required, it is always done by a qualified engineer. (2) As a result of the review by the Public Sector Standards Commissioner, Main Roads gave a commitment to institute better processes for assessing qualifications. Main Roads has since reviewed its recruitment and selection procedures and has clarified the process in a framework that addresses this issue. (3) The revised procedures and framework will be used for all recruitment processes. (4) Not applicable.
