Hon. Spagnolo questions the government's assessment of alternative investments for the Perth Park project, given the lack of options analysis in the business case summary, referencing the Langoulant Report's emphasis on comparing alternatives. The government's response cites adherence to the WA Government Strategic Asset Management Framework and Infrastructure WA requirements.

I refer to the Special Inquiry into Government Programs and Projects (the Langoulant Report), which emphasises the need for proper option analysis and comparison of alternatives before government commits to major projects. I further refer to the ACIL Allen Perth Park Business Case Summary, which presents only a single project option for consideration, and I ask: (a) how did the Government assess whether alternative investments may have delivered greater economic or social benefit, given that the Perth Park Business Case Summary does not include any comparison with upgrades to existing venues or other options, despite the requirement identified in the Langoulant Report for evaluation of project alternatives?
