I refer to proposed measures to prevent and stop puppy farming by regulating the breeding and sale of dogs in Western Australia, and I ask: (a) how many dogs are registered in Western Australia; (b) of those dogs that are registered: (i) how many dogs are registered as an unsterilized dog; (ii) how many dogs are registered as a sterilised dog in Western Australia; (iii) how many are registered as unsterilized dogs owned by pensioners; and (iv) how many are registered as sterilised dogs owned by pensioners; and (c) how much will it cost to register a dog for (b)(i) to (b)(iv) under the proposed Dog Amendment (Stop Puppy Farming) Bill 2020 ?

This data is not currently collected or collated in Western Australia. The Dog Amendment (Stop Puppy Farming) Bill 2020 proposes to introduce a dog and cat centralised registration system that will record and collate this information.
(a) This number is unknown. A survey of local governments undertaken in 2017 found there were 227,168 dogs registered with the 57 local governments that provided a response.
(b)(i) This number is unknown. Based on survey information obtained in 2017, 18% of dogs registered with the 43 local government that provided a response were unsterilised.
(ii) This number is unknown. Based on survey information obtained in 2017, 82% of dogs registered with the 43 local government that provided a response were sterilised.
(iii-iv) This number is unknown.
(c) The cost of registering a dog, whether sterilised or unsterilised, will be set in regulations. The amount has not yet been determined and will be subject to consultation. Dog registration fees have not increased since 2013.
