Why has the Government failed to meet its own self-declared deadline for the finalisation of the convention centre contract?

What issues relating to the project are still outstanding?

In view of the request for an independent investigation into the tender process, will the Premier delay further signing of that contract until the receipt of the Auditor General's reply?

If not, why not?
