(1)-(3) The Minister has been advised by the Board as follows (a) The proposed agreement was for the purposes obtaining funding for research projects relating to the building and construction industry. The joint approach by the BCITF and its associates failed to obtain Commonwealth approval. The approach was only informal and was not the subject of a resolution of the BCITF Board. It was in no way intended to commit the Board irrevocably. (b) Part (b) of this question assumes that a commitment of funds has been made by the Board. This is not the case and it is my understanding that the Director of the BCITF and the Chairman entered into the proposal to establish a CRC for Construction in the full knowledge that there was no binding commitment being made at this time. (c)-(d) The approach was taken to participate in research into building and construction information in order to facilitate the function of the Board. On this basis there is no proposal to take any action against the Board.
