919. Ms J.M. FREEMAN to the
Minister for Finance:
I wish everyone a
merry Christmas as well. I have a supplementary question. Why will the minister
not distribute the rest of the fund—the $1.2 million—to those
contractors whose claims related to the criteria and were successful? That is
called fair. That is called decent. Why will the minister not do that?

We set up a clear arrangement. A sum of up to $5 million was available.
Payments would be made of up to 50 per cent of the payment claimed.
Ms J.M. Freeman : Yes. You haven't spent it all.

M.D. NAHAN : We did not spend $5 million, we spent $3.8 million. That is how
one manages a project. If we were to go out and say, ''Jeez; it's
Christmas, so we'll give more money out'', that is how we would
get into fiscal problems. We set up and administered a program fairly,
thoroughly and honestly.
