representing the Minister for State Development, Jobs and Trade:
(1) Will the minister confirm that a Flinders Mines
Ltd investor presentation to the UBS Australian Iron Ore and Coal Conference in December 2014 referred to a ''Large,
1 040Mt hematite resource'' and a ''Realistic route to
market secured via Alliance Agreement with Balla Balla JV participants—Rutila
Resources and Todd Minerals''?
(2) Will the minister confirm that the participant in
the Balla Balla joint venture, Todd Minerals, is also a party to the
state agreement, which is the subject of the Railway (BBI Rail Aus Pty Ltd)
Agreement Act 2017?
(3) What action
will the minister take to establish whether the aforementioned alliance
agreement equates to an agreement for the BBI rail project to carry Flinders
Mines iron ore?

I
thank the member for the question. The Department of Jobs, Tourism, Science and
Innovation advises the following.
(1) The
department advises that an online investor presentation, purportedly authored
by Flinders Mines for the UBS Australian Iron Ore and Coal Conference, contains
the quotes listed above.
(2) Todd Minerals
Ltd is a party to the Railway (BBI Rail Aus Pty Ltd) Agreement Act 2017.
(3) No action
will be taken. The department was advised by the Balla Balla joint venture
during negotiations for the state agreement that a contract for the carriage of
ore, consistent with the requirements to satisfy the state agreement
obligations, had yet to be executed. As has previously been advised, this
obligation need only be satisfied at the time that the proponents submit
proposals for the minister's consideration.
