DISABILITY INSURANCE SCHEME — CITIZENS' JURY
1443. Hon ADELE FARINA to the
Minister for Disability Services:
(1) Is the
minister aware of the National Disability Insurance Scheme citizens'
jury being held in early 2015 to deliver a score card on the progress of the
NDIS and to provide a bottom-up review with NDIS participants giving evidence
about their treatment under the scheme?
(2) Will the
minister commit to undertake a citizens' jury of lower south west NDIS
My Way participants and lower south west residents with a psychosocial
disability who are ineligible for a package under NDIS My Way to provide a
bottom-up review of the NDIS My Way trial?
(3) If no to (2), why not?

I thank the member for some notice
of the question.
(1) Yes. It is
my understanding that the NDIS citizens' jury has been formed by People
with Disability Australia independently of the National Disability Insurance
Agency, and that the intent is to capture feedback from participants who have
experience of the scheme, and not specifically from individuals who have been
found to be ineligible.
(2) No.
However, if PWDA wishes to extend the initiative to Western Australia, the input
would be welcome. The state government has already committed to an independent
evaluation of the two different NDIS models in Western Australia being
conducted throughout the two-year trial period. One of the key evaluation areas
will be to capture the experience of individuals who are participating in the
WA trials.
(3) People who
are assessed as ineligible have the opportunity to have the eligibility
determination reviewed and may appeal a decision with which they do not agree.
