Hon PETER COLLIER : The answer is as follows —
(1)–(2) Every
public school receives its budget in March each year, following the semester 1
census of student enrolments. At any time of the year, if a school has a
significant increase in students enrolling, the principal can contact the
department to get the school budget reviewed. There is nothing new in the way
the department treats growth in student numbers; this is what has always been
in place. Notwithstanding this, with the introduction of the student-centred
funding model and one-line budgets for all schools, a school budget review
committee has been established to consider applications for additional funding
from principals who are unable to balance their one-line budgets due to
extraordinary circumstances, including significant enrolment growth. A key role
of the committee is to monitor and oversee budget adjustments to ensure that
the integrity of the student-centred funding model is maintained. The
monitoring of, and adjustments to, the school budget through the budget review
committee is an ongoing practice.
