I refer to Budget Paper No. 2, Volume 2 at page 537 "Spending Changes", line item "Growth in Public Mental Health Services" and note that an allocation of $21,010,000 has been made available in 2013-14, and ask the Minister to provide an itemised account of how and where the funding allocation will be spent?

The figure of $21.01 million derives from the Department of Health's Activity Based Funding budget construction model and takes a whole of health activity and services view for the provision of specialised mental health inpatient and non-admitted (community) services provided by WA Health. Therefore, an itemised list of how the funds are to be spent is not possible.
