a) Local governments are expected to set rates at a level that meets community expectations and ensures long-term financial sustainability. Under the Local Government Act 1995, local governments have the authority to determine rates required to fund planned expenditure, services and infrastructure. Additionally, local governments receive annual Financial Assistance Grants, distributed by the State on behalf of the Commonwealth. These are untied general-purpose funds and road grants.
