I refer to the Disaster
Recovery Funding Arrangements for Western Australia (DRFAWA) for the Shire of East
Pilbara.
(1) For flood-ravaged roads to the most
disadvantaged communities, can the minister explain what the government is now
doing to find an acceptable offer for urgent repairs?
(2) Can the minister outline what the key issues
of dispute are over the offer that the government has made?
(3) Will the minister table a detailed cost
breakdown for assessment methodology used for the DRFAWA for groups 1 and 2 of
the East Pilbara recovery projects?

I thank the
honourable member for some notice of the question. I provide the following
answer on behalf of the minister representing the Minister for Emergency
Services.
(1)–(3) The Disaster Recovery Funding Arrangements
(DRFA) is the Commonwealth scheme to support states and territories with the
cost burden following disaster events.
The Department of Fire and
Emergency Services (DFES) administers the DRFA on behalf of the Commonwealth
and supports local governments with compliance under the scheme.
DFES has made an offer to
the Shire of East Pilbara for tranche l—five damaged roads, which included
an advance payment of $3.7 million. To date, the shire has not accepted this
offer.
The cost estimate for tranche
2 of five priority roads has been reviewed by DFES and Main Roads Western
Australia and was provided to the shire for review on 1 October 2025. To date,
the shire has not responded.
