I refer to my question on notice No. 5577, and I ask —
(1) Why were only four new Certificate I courses offered in 2011 to replace the 18 Certificate I level qualifications offered in 2010 that included the —
(a) Certificate I New Opportunities for Women (NOW); and
(b) Pre-Apprenticeship Certificate I level qualifications in Aero skills, Vehicle Body Building and Electronic Servicing?
(2) Will students who would have been eligible to complete the Certificate I level qualifications referred to in (1) be able to access equivalent qualifications with State Training Providers?
(3) If yes to (2), what courses can these students access?
(4) If no to (2), will these students be provided for in any other way?
(5) Why do some courses such as the Certificate I in Work Preparation (Community Services) (2010 National ID CHC10102) appear in both lists but with a different course code, and —
(a) how have these courses changed;
(b) in respect of each of the courses that appear in both lists, what changes have occurred in terms of —
(i) staff required;
(ii) student contact hours; and
(iii) cost?
(6) Can the Minister explain the difference between a course and Certificate I level qualification?
(7) I refer to the courses offered in 2010 to train as teacher assistants. Why were these courses not offered in 2011?
(8) I refer to the 17 courses offered in 2010 in the area of Community Services. Why were these courses condensed down to only five higher level, more generic qualifications in 2011?

(1) The four Certificate I level qualifications planned for delivery in 2011 referred to in question on notice 5577 were not replacements for, but additional to, the 18 Certificate I level qualifications delivered in 2010. Fifteen of the 18 qualifications were being delivered in teach out mode in 2010 to students who enrolled in the course prior to 2010.
Students enrolling in 2010 and subsequent years were enrolled in new replacement qualifications. The remaining three Certificate I level qualifications were pre-apprenticeships which transitioned to Certificate II level pre-apprenticeship qualifications.
(2) Yes.
(3) Refer to Attachment A [see tabled paper no.].
(4) Not applicable.
(5) The different course codes result from continuous improvement processes of the Australian Qualification Training Framework (AQTF) where qualifications are regularly reviewed and updated to remain relevant to industry, and appropriately structured for delivery to students by registered training organisations.
The qualification code would typically change even when only minor changes are made for a qualification during the AQTF review. This allows employers and registered training organisations to identify the specific training that has been completed by students.
(5)(a) Changes within the structure of the new training package qualification result in the issue of a new qualification code as required under AQTF business rules.
(5)(b) Attachment B provides a list of the changes that have occurred for these qualifications in terms of student curriculum hours [see tabled paper no.]. The staff required and cost is not able to be provided as it varies greatly depending on student volumes and regions of delivery from one year to the next.
(6) For the most part, the terms course and Certificate I level qualification are used interchangeably except for those qualifications titled "Course in ...." which indicates that the training has no level of training classification under the Australian Qualification Framework (AQF).

· CHC30808 Certificate III in Education Support;
· CHC41708 Certificate IV in Education Support; and
· CHC51308 Diploma of Education Support.
