I refer to the development of the ‘off-stretcher’ measurement for Western Australian hospitals and ask: (a) what targets or KPIs have been set for off-stretcher percentages in Western Australian hospitals; (b) if no formal targets or KPIs have been set, why have they not been established; and (c) if no formal targets or KPIs have been set, what would the Department of Health consider to be an acceptable average off stretcher time?

(a) The 'off-stretcher' measure for Western Australian hospitals is a patient-focused measure which records the percentage of cases off stretcher within 20 minutes. The aim is for most patients to complete this process within the agreed standard time of 20 minutes. There are no specified targets as to what percentage is required.
(b) WA Health intends to set a target and requires adequate time to determine an appropriate benchmark based on existing performance.
(c) The department continues to monitor performance and will consider an acceptable 'off-stretcher' time subject to ongoing work with emergency department clinicians and St John Ambulance.
