I refer to the Minister's announcement on 2 April 2009 that Western Australians would be trained to perform work on the Synergy billing system, and I ask:
(a) how many Western Australians have been trained in this regard;
(b) how many Western Australians are working on the Synergy billing system;
(c) can the Minister for Energy confirm that 200 programming jobs have been sent to India to fix the billing system, and if no, how many programming jobs have been sent to india to fix the system;
(d) in total, how many people are working on this project in India; and
(e) when will the work on the billing system be complete?

(a) Over time Synergy has trained 410 Western Australians to work with the specific SAP utility billing software used by Synergy.
(b) 268 individuals, but not FTE, at Synergy are working with the billing system.
(c) Synergy engages Tata Consulting Services (TCS) who are paid a fee for service, and the number of people doing the work will fluctuate at different times depending on required work volumes. TCS will determine their requirements to fulfil their obligations and as they do this work for utilities around the globe, they have the capacity to manage the fluctuations. TCS are performing the work for Synergy both locally, and off-shore in India.
(d) Synergy engages Tata Consulting Services (TCS) who are paid a fee for service, and the number of people doing the work will fluctuate at different times depending on required work volumes. TCS will determine their requirements to fulfil their obligations and as they do this work for utilities around the globe, they have the capacity to manage the fluctuations. TCS are performing the work for Synergy both locally, and off-shore in India.
