The Grain Marketing Bill 2002, proclaimed on 31 October 2002, provided for the establishment of the Grain Licensing Authority by the appointment by the minister of five members, of which two are to be grain producers. The farming community has put forward the names of two people to fill those positions, however the minister is yet to appoint either of them to the GLA. (1) Can the minister please advise what is causing the delay in appointing these grain producers to fill the positions on the GLA? (2) If there are problems or concerns with the ability or suitability of either of the nominated producers, can the minister please advise what these problems or concerns are? (3) If there is no problem with these candidates, can the minister please advise when they will be appointed to the GLA? Hon KIM CHANCE

I thank the member for some notice of this question. (1) There is no delay. Twelve expressions of interest were received for the positions of grain producer members and 11 for the position of chairman. The selection committee, which is made up of one Pastoralists and Graziers Association of Western Australia member, one Western Australian Farmers Federation member and one Department of Agriculture member, reviewed the expressions of interest and provided me with a short list. I then requested that those on the short list be interviewed, which has only recently occurred, and I am considering the advice from the selection panel. The member will be aware that in the debate on the Grain Marketing Bill I indicated that I would consult members of the Opposition on those appointments. I went to members of the Opposition with the short list that was provided to me. I am grateful for the advice I have received from members. (2) There are no problems or concerns. (3) I will announce the members of the authority as soon as possible. As a matter of interest, today I was handed a file containing a summary of the recommendations that have been made to me on that matter, and I will consider it this evening.
