I refer the Premier to the confidential briefing note from the Minister for Health to the Premier, dated 27 February 2004, that not only outlines plans to close or relocate most of our major metropolitan hospitals, but also states - On February 9 2004, Professor Michael Reid briefed the Premier on the broad strategies and directions to be recommended by the Committee in its final report . . . Community sensitive reforms were also highlighted and discussed. (1) Did Professor Reid highlight with the Premier the closure or the merger of Princess Margaret Hospital for Children as part of these “community sensitive reforms”? (2) Did the Premier advise Professor Reid at that time that he did not support the closure of Princess Margaret Hospital? (3) If so, how can the Premier now claim to oppose the closure of Princess Margaret Hospital when the closure still appears as a key reform in a confidential briefing note to him more than two weeks after his meeting with Professor Reid, and the Department of Health is still planning to progress the matter? Dr G.I. GALLOP

(1)-(3) The poor old Leader of the Opposition does not know the difference between logs and forests, and he does not know the difference between reports to government and government policies. Obviously, he does not understand those important distinctions. I want to say two things about this issue. I will preface my answer to the Leader of the Opposition’s question by saying that at last we have a Government in Western Australia that is willing to take up the challenge and deliver - Mr C.J. Barnett: What - closing Princess Margaret Hospital? Dr G.I. GALLOP: Has the Leader of the Opposition finished? The Government is willing to take up the challenge and deliver a first-class service for everyone who lives in Western Australia. We have our vision. We have the future of Western Australia before us. The Opposition has its rear-vision mirror and is looking backwards. That is where the Opposition is. That is the first point I make. The Minister for Health has made it very clear - Mr C.J. Barnett: Has he? Dr G.I. GALLOP: Indeed. On a number of occasions when he has been asked to comment on this, he has made it clear that we do not agree with the recommendation to close Princess Margaret Hospital, and I believe he has made it clear why we do not agree with that. First of all, that hospital is now located in a child health precinct, and we believe that is good for the way in which health policy and practice and interventions are developed. Secondly, we believe that the buildings and structures at Princess Margaret Hospital can be located there and developed for the future. The minister has made that very clear in the comments he has made. The Opposition can run around and try to make something of the document tabled in the Legislative Council yesterday. However, nothing will allow the Opposition to escape from the fact that it is a backward-looking, negative Opposition, and the Labor Government is looking to the future of Western Australia.
