WATER USAGE CHARGE CONCESSIONS
Can the minister advise the house about the concessions available to people to assist them with the payments of their water usage charges during these hard economic times? Dr G.G. JACOBS

I thank the member for his question. Without doubt this state is facing economic hard times. Therefore, it is important that people are aware of the existing rebates and concessions available to seniors and pensioners from the Water Corporation. In addition, there are fixed water service charges and volumetric, or water usage, charges. People can receive a rebate of up to 50 per cent on their annual water charge and are eligible to defer payment of that charge. People might also be eligible for concessions as they apply to water usage or volumetric charges. In the past 12 months, over 30 per cent of Western Australians have accessed these concessions. The majority of concessions were granted to pensioners. Unfortunately, due to the ever-increasing financial crisis, more people are finding themselves in difficult situations. For that reason, the hardship utility grant scheme, otherwise known as HUGS, provides further benefits. The purpose of HUGS is to provide assistance to those people suffering genuine financial hardship. Initially, the scheme will address electricity and water service provision, but when fully operational it will also include gas services. It is recognised that utility services are important to maintain the living standards of Western Australians. In fact, a deterioration in living standards has the potential to have a direct impact on the health and wellbeing of pensioners and families. Several members interjected. Dr G.G.
