Regarding the statement in today’s
The
West
Australian
newspaper made by Justice Henry Wallwork QC, Chairman of the WA Parole Board, that - ‘Prisoners with mental disorders and intellectual disabilities are being ‘warehoused’ in prisons simply because there was not the place to put them’, and given that Western Australia has the highest imprisonment rates in Australia, and our prison population is expanding three times faster than the national average, I ask -
(1) What action will the Minister take to provide secure accommodation for the prisoners eligible for parole that Justice Wallwork refers to in his statement?
(2) Does the lack of provision of suitable accommodation for these types of people breach their human rights?
(3) If yes to (3), what action will the Minister take to protect their rights?
