844. Hon MARTIN ALDRIDGE to the Minister for Education and
Training:
I refer to the selection of
Fairbridge WA by the state government to operate six camp schools.
(1) Have terms of
the agreement been reached between the parties; and, if so, on what date were
they reached?
(2) What are the
terms of agreement that resulted in the minister's media statement of 8
September 2018?
(3) When does the
minister expect the lease based upon the terms of the agreement to be executed
by the relevant parties?
(4) How many persons, by FTE and headcount, are
employed at the six camp schools subject to the agreement?

I thank the honourable member for
some notice of the question.
(1) Yes.
Agreement on the key terms of the commercial lease terms was reached at a meeting
on 30 August 2018 between the evaluation team and Fairbridge WA. Discussion on
some minor items relating to the transition arrangements and transfer of assets
is continuing.
(2) I will table
the proposed commercial lease terms. Fairbridge WA accepted the proposed
commercial lease terms with the following amendments —
(a) use of
premises—amended description to include use of facilities by community
groups and other academic groups, for example, university groups;
(b) term—proposed five-year
lease period with a further two five-year options;
(c) rent—nominated a nominal
amount and accepted as a peppercorn amount; and
(d) proposed a state
contribution of $250 000 total per year for the first five-year term for
operation and maintenance costs of the Bridgetown, Dampier and Pemberton sites.
The contribution is to be reviewed for the commencement of the second term.
This has been accepted.
Note that the terms and conditions
are still subject to negotiation as part of the finalisation of the lease
agreements.
