I refer to the Minister's answer to the question on noticed asked by the Hon Ljiljanna Ravlich lodged during Budget Estimates on 7 June 2012 in which the Minister states that as at May 2012 there were no Psychiatrists working with Child and Adolescent Mental Health Services (CAMHS) in the South West region and the Minister's answer to my question asked on notice on the same day concerning staffing at South West CAMHS in which the Minister stated there was one psychiatrist employed at South West CAMHS, and ask —
(1) Which answer is correct?
(2) Has the position of psychiatrist with South West CAMHS been vacant at any time during 2012, and if yes, when and for how long?
(3) As at 1 September 2012, how many psychiatrists were employed with South West CAMHS?
(4) Noting that two psychiatrists were employed with South West CAMHS in June 2011, why was this staffing level not maintained, particularly in light of the heavy workload, wait times and the South West CAMHS business case?

Responded by
Minister for Mental Health representing the Minister for Health
Response time
28 days
(1) The discrepancy between the two responses is due to the way the data was captured.
The response provided to question 13 lodged by Hon Ljiljanna Ravlich MLC at the Department of Health Budgets Estimates on 7 June 2012 did not report 'Actual (Paid) FTE'. Mental health staff employed on contract or in positions that provide a combination of services not limited to infant, children and adolescents were not included in the FTE and headcount figures.
The response to question 11 lodged by Hon Adele Farina MLC at the Mental Health Commission Budgets Estimates on 7 June 2012 was based on 'Actual (Paid) FTE' and included contract staff.
'Actual (Paid) FTE' provides a more accurate response.
(2) No.
(3) South West Child and Adolescent Mental Health Service (CAMHS) employs 1 FTE Consultant Psychiatrist.
(4) The June 11 data provided to Hon Ljiljanna Ravlich MLC states there were 2 psychiatrists (Headcount) working in 1 FTE (position). The South West CAMHS has at no time had 2 FTE Consultant Psychiatrist positions.
