(a) Yes
(b) Mr Prattley advises he, on one occasion, provided the courtesy of advising Mr Prosser that he would have to excuse himself from the meeting of the South West Planning Committee to which a delegation of Mr Prosser's was about to make a presentation on the Eaton Town Centre. In excusing himself, the committee could not achieve a quorum so Mr Prosser's delegation had to reschedule its presentation to a time when Mr Prattley could excuse himself and there would still be a quorum. Mr Prattley advises that he has declared an interest to the South West Planning Committee and has excused himself from discussions and decisions on the Eaton Town Centre.
