I refer the minister to the situation of Mervan and Phyllis Heinrich of Geraldton, who were forced to leave a large section of their farm idle for many years to protect a supposedly rare and endangered plant that was later determined to be not rare and endangered, thereby causing them a needless loss of income of some $1.5 million. (1) Does the Government accept that the financial cost to Mr and Mrs Heinrich is such that government compensation for loss of earnings is justified? (2) If yes, when will the minister resolve this issue and make the Heinrichs an offer? (3) If no, why not? Hon TOM STEPHENS
