TALBOT to the parliamentary secretary representing the Minister for
Lands:
I refer to the
proposed lease agreement between the Department of Regional Development and
Lands and Cristal Global of a site located on lot 4 Old Coast Road, Australind.
(1) When is it
proposed that this lease be signed?
(2) What is the
proposed period of this lease?
(3) Is the minister aware that Harvey
officers recommended a lease of only five years and the council recommended 10
years?
(4) Apart from input
from the Shire of Harvey, who has else has been consulted about this extended
lease?
(5) What is the
proposed annual rent paid by Cristal Global under the lease arrangement?

I thank the
honourable member for some notice of the question. The minister has provided
the following answer —
(1)–(2) Millennium Inorganic Chemicals
Ltd holds a lease over state freehold land that expired on 31 December 2011;
however, the lease provides for a further term of five years, with four further
five-year periods until 31 December 2036. Millennium exercised its legal right
to the further the term and continues to operate at that site under
holding-over provisions. A new lease under the Land Administration Act 1997 is
currently under negotiation.
(3) Yes.
(4) Department of
State Development.
(5) As the new lease has not been finalised,
I am not prepared to provide detail at this stage, but the rent will be based
on a fair market rate subject to periodical review.
