I refer the minister to the Mines Safety and Inspection Amendment Bill 2007. (1) Will the minister provide a list of mining and exploration companies and any other parties that were consulted on the proposed changes? (2) Is the minister confident that there is a sufficient number of suitably qualified and trained people to meet the proposed requirement for an exploration manager to be appointed to every exploration project? (3) Will the minister agree to repeal this change if it should emerge that a shortage of suitably qualified exploration managers was forcing a reduction in mineral exploration activity? The Department of Consumer and Employment Protection advises - (1) The Chamber of Minerals and Energy of Western Australia was consulted, and the chamber consulted directly with its members through the Mining Industry Advisory Committee. (2)-(3) The Mines Safety and Inspection Act has always applied to exploration companies. The definition of “mining operations” includes exploration operations. The amendments clarify those obligations under the legislation. There are no specific qualifications and training required of an exploration manager under the act.
