I refer to Legislative Council questions without notice Nos 912 and 944, as well as the ministerial statement made by the Minister on 9 October 2018 in relation to the Federal government Mobile Black Spot Program, and I ask: (a) what is the amount of money unallocated from the Regional Telecommunications Project that could be used to co-invest with the Federal Government; (b) what is the reason for the funds being unallocated; (c) when did the 'needs analysis and prioritisation study' commence and who is conducting the study; and (d) when will the study be finalised and at what cost?

(a) As stated in answer to question without notice C988 asked on 11 October, there is at least $3 million unallocated from the Regional Telecommunications Project. I am prepared to consider the investment of some of this allocation as part of Round 4 subject to robust consultation with the State on priority sites.
(b) The project budget included a contingency allocation for sites being delivered through Rounds 1 and 2 of the Mobile Black Spot Program or sites that may require an alternative technology solution. It should be noted that the Federal Government is also funding its Round 4 from underspending in earlier rounds.
(c) The study commenced early September and is being undertaken by the Department of Primary Industries and Regional Development. Support is being provided by an expert telecommunications engineer.
(d) Mid-November 2018. Costs of approximately $15,000 are expected to be incurred for the telecommunications expertise.
