(6) The Government School Teachers' and School Administrators' Certified Agreement 2004 provides at clause 47.7 that "An unqualified teacher may not proceed beyond Level 1, point 6, of clause 45 - Teacher Salary Increases except that the employer may at his/her discretion, and under such terms as he/she thinks fit, allow an unqualified teacher to progress to Level 1, point 8." Accordingly, the Director General has the authority to allow an unqualified teacher to progress beyond Level 1.6 up to a maximum of Level 1.8.
