ELECTORAL ACT - PRISONERS AND ITINERANT PEOPLE
I refer to proposed changes to the Electoral Act 1907 to disfranchise all prisoners and itinerant people. (1) Has this proposal arisen from any agreement between the commonwealth and Western Australia, such as a Council of Australian Governments agreement? (2) How many people will be disfranchised by these changes? (3) How many people who are currently prisoners will be disfranchised? (4) How many itinerant people will be disfranchised? (5) How many people identified in questions (2) and (3) are of Aboriginal or Torres Strait Islander background? Hon SUE ELLERY

I thank the honourable member for some notice of this question. (1) No. (2)-(4) Itinerant people are not currently enfranchised in Western Australia. On the commonwealth roll, as at 24 March 2006, 649 electors were annotated as itinerants in Western Australia. Section 18 of the Electoral Act 1907 disqualifies prisoners serving a sentence of imprisonment of one year or more from voting. Currently, there are 3 574 prisoners in WA prisons. Excluding remand prisoners, there are 2 952 convicted prisoners. Of these, 1 150 are serving sentences of 12 months or less. (5) An elector is not required to give his or her ethnic origin when enrolling; therefore, the figures requested cannot be provided.
