The "Cumulative Average FTE" is the average number of FTE engaged during each financial year of the period June 2001 to May 2007 (financial year to date).
A "0.00" indicates the engagement of personnel, however the number of hours recorded as per the data warehouse is too low to register an FTE at two decimal places. For example, an agency may be asked to provide a person for one or two shifts only to cover a staff member's sick leave.
