I thank the member for Kingsley for the question. Under the previous Liberal government, burglary spiralled out of control in Western Australia, reaching an all-time high in the 1990s. The previous Liberal government virtually turned a blind eye to resourcing the police, and it had no clear strategy to fight burglary in Western Australia. In stark contrast with that, the Gallop government has provided a clear and effective crime fighting strategy that is having a significant impact. In November 2003, Deputy Commissioner Atherton and I launched Operation Burglary Countdown. That was the first time in this state that a senior police officer had been made responsible for targeting burglary. Operation Burglary Countdown involved strategies across a number of agencies, addressing many different aspects of burglary. Its main objectives were to target recidivist offenders and improve police response times in catching these criminals through the use of DNA profiling and other resources that have been provided. Building on the success of the pilot programs in Bentley and Morley, which reduced the number of burglaries by more than 40 per cent, the program has now been expanded into the Burglar Beware campaign across more than 60 suburbs. The results have been spectacular. There was a massive 33 per cent drop in the number of burglaries last financial year compared with the number in 2002-03 when we started Operation Burglary Countdown. That is almost 20 000 fewer offences on an annual basis. It is a sensational result. In fact, I am sure members opposite will enjoy hearing that it is the best result for more than 10 years. According to the commissioner, we have all but erased the title that this state had during the time of the Liberal government as the burglary capital of Australia. There has been a 33 per cent drop in the burglary rate in two years. That can be compared with the record of members opposite, when the burglary rate continued to escalate throughout their eight years in government. It is a remarkable turnaround.
